I have seen trucks that have a 2 or even more license plates from different states on the bumper.
What does it mean? Is it even legal?

When I ran Alaska I had to buy a fricken AK plate.

What year did they start IFTA and IRP? -
I could be wrong but i believe if you run OR they issue a plate still for the front for the tax. I had one back in the 90's when i ran out there. Vt was another state that issued a plat for the fuel tax. Depends on what state your from, Ct where i live was one of the last to join irp and go ifta. Was toward the end of the 80's or biginning of the 90's can not remember for sure.

Prior to IRP (International Registration Plan), CMV's must have had a plate for every state or Canadian Province in which they traveled.

I'm not sure if it's enough space on a bumper for that. -
