Is all traffic stopped or only 18's?
What are they trying to accomplish doing this?

they are not doing stops per se, they are doing metering of traffic, which will cause stops of up to 20 minutes. It effects everyone.

    Everyone istopped.
When traffic heading downhill gets backed up, they do not want vehicles halted inside the tunnel because of exhaust fumes and emergency vehicles cannot get through. No shoulders on which to pull out of the way.

Update: Monday morning radio reports thatraffic took abouthree hours to get from the tunnel to Denver Sunday afternoon.
Says CDOT is looking into other remedies, such as using shoulders as traffic lanes.

This is why when I would go skiing in CO, I'd be heading west on Sunday and east on Saturday morning. Avoid the crowds on the slopes and roads.

They have also found recently that the metering is a bit of a failure. They had to stop it one recent weekend when it caused more problems then it solved. Personally, the solution is require more ski busses and encourage people to use them and get more cars off the road. That or start taxing the skiers at the ski areas for the road congestion to help fund improvements. The ski industry talks about what a "boom" it is to the state, great, time to pay your own way.
