The original suggestion was to move after unloading at the DC so unladen and not under dispatch, but the location issue is what I was pointing out.

If he can delay his unload departure until midnight he
Delivering anywhere near the Atlanta loop, the last 25 miles is the problem. So the last 25 miles should be done around 7:00pm if the appt is for 8:00pm. And you can't really get situated within 25 miles of many points without dealing with inbound spoke traffic problems that are everywhere on and off from 07:00 and thru the day

So stay put where he is, then roll 3.5 hours before the appointment time and keep you fingers crossed there is no night time construction lane closures or crashes.

Question 26: If a driver is permitted to use a Commercial Motor Vehicle (CMV) for personal reasons, how must the driving time be recorded?

    Guidance:

a driver is relieved from work and all responsibility for performing work, time spent traveling from a driver’s home to his/her terminal (normal work reporting location), or from a driver’s terminal to his/her home, may be considered off-duty time. Similarly, time spent traveling short distances from a driver’s en route lodgings (such as en route terminals or motels) to restaurants in the vicinity of such lodgings may be considered off-duty time. The type of conveyance used from the terminal to the driver’s home, from the driver’s home to the terminal, or to restaurants in the vicinity of en route lodgings would not alter the situation unless the vehicle is laden. A driver may not operate a laden CMV as a personal conveyance. The driver who uses a motor carrier’s Commercial Motor Vehicle (CMV) for transportation home, and is subsequently called by the employing carrier and is then dispatched from home, would be on-duty from the time the driver leaves home.

A driver placed out of service for exceeding the requirements of the hours of service regulations may not drive a Commercial Motor Vehicle (CMV) to any location to obtain rest.

I bolded and underlined the relevant part, It's in fmcsa 395.8

If you are worried about parking you can consider the Petro in that area.
Reserve a parking spot, and it will be waiting for you whatever time you get there.

That is the best thing about reserved parking.
It may cost you a little, but it can save some big headaches.

    Tb0n3 Thanks this.

I don't think you understand your own advice, if I start driving at midnight per my 14 hrs clock i will have to stop at 2pm and wait for a reset at midnight the following night. Now if I have to shut down at 2pm how am I going to make a 2000 delivery time? And I highly doubt Kroger is going to let me stay parked outside their gate until my appt time.

I doubt he can roll at midnight. But where is he going to park at 2:00am? But this is another example of why paid parking is a worthwhile offering that so many bashed but I have a feeling they're about to stop bashing paid parking, and will be demanding Loves start offering it.
