Had the same problem with my isx. Lots of black smoke when accelerating or going through gears still had power although slight power loss between gears. I have 07 9900ix international with a 475 isx Cummins engine. First I check for air leaks on my air to air system turbo and boots and hoses. My charge air cooler was leaking so I changed it. That was 850 bucks but still wasn'. The problem but I'm sure it'l fix my fuel mileage problem. Then I took boots off checked turbo for oil checked propeller for tightness and mobility. No problem. Checked waste gate valve visually for movement once truck was running no problem there. Tried unplugging the get valve but it didn' t work cause mechanic told me it may or may not work to cycle key on 07 or older models to close egr valve. I then took egr valve off and I noticed the plunger was in the open position. It was raised up off the base of the valve. I then plugged it back up while it was off the truck then turned off the key but it didn'
Move. Couldn' t start the truck cause I drained the coolant to remove the valve. So I went and purchased a new egr valve at Cummins for 990 bucks. Opened the box and noticed the plunger was in the closed position. Not open. Now I'm almost positive this is my problem. Put new egr valve on re assembled everything filled radiator and problem solved. Egr valve was problem.Last edited: Mar 18, 2018

Had the same problem no power rpm would not go over 15k very sluggish engine would go hot and alot of black smoke could only go max 25 mph and the fan would kick on to cool it down. My problem was the turbo I changed it with the spare I had. Once I changed it power was back. Also my truck has def and egr delete. Had another problem before that which had the same symptoms but it would have little bit more power same rpm max 15k with no smoke out of the stacks my problem for that was the shop that did the delete on the truck never made holes in the cans and it blocked the air flow so what I did was drop the cans and made it a straight pipe been working beautifully getting 7.3 mpg now. Drive it around 67 mph I try not to abuse the truck.
