Just because there is no CEL doesn't mean there aren't any codes. I would get it scanned with Cummins Insite if you haven't already and see if there are any codes getting logged. ECM loss of ignition power would cause this and also no codes because the ECM simply thinks you are turning off the key. When the ECM is off, but trans and ABS are still powered on, they will log codes for loss of communication with the engine, so those modules need to be checked for codes like that.
