I was looking at my hvac air intake from the outside and behind the slats there appears to be one of those kinda mesh/wiry filters but it doesn't cover the upper slat intake area, just the area behind the rest of the slats below. The filter looks like the kind of thing that would be mostly to help keep water from spraying in and keeping large particles out as well.
I am curious if this filter is oem or if this is something someone added? Also if it is oem, is it, i presume?, supposed to cover the entire area behind the slats?

Correct. I think you're talking about the honeycomb-wire filter. There is also a foam filter for the HVAC itself.
