There was a much more informative post somewhere about how IRP is calculated. It has mostly to do with the percentage of your miles run in high versus low tax states, less about the total number of miles. The OP is showing a ton in IL and CA, and may have something to do with a sharp increase in fees versus a straight 48-state estimated mileage chart.
The shift to using actual miles and paying in arrears shouldn't make much difference on a renewal, unless your business changed and you're running substantially different lanes than the year before's actuals. Otherwise, the main benefit is not paying for estimated use to have a state on your cab card and not needing to buy a permit or go to the DOR to add a state.
Edited to add: How about call or visit the IRP office and ask why your fees jumped so high. Or at least compare the itemized list of states on your renewal with last year's to see where the changes were. -

I think Red has the right idea to call your IRP office and get to the bottom of this. I made a mistake on my renewal here in TN one year and the price came out to $2,500 which just about floored me, as opposed to the usual $1,400 +/-, all it took was a phone call to get it figured out and fixed.

I just mailed off my IRP package yesterday. Probably won't see the invoice for a month. I'm expecting somewhat of an increase as our usual lanes shifted more toward PA versus TX (from GA) than the previous year. Last year wasn't bad at $1,150 each. I'm expecting around $1,300 this time and will know soon enough.
