2018 Volvo won’t pass 15

Hello. I have a 2018 d13 that won’t build boost. It goes up to 15 and that’s it via dash gauge. Sometimes it will get up to 45 but that’s rare. I don’t have any codes. Trucks runs really smooth. No miss. No noticeable change in mpg. I’ve changed air and fuel filters and the pressure boost sensor. Also changed the turbo along with actuator altogether from another truck and it’s still doing the same thing. Did a boost pressure leak test and found a very minimal leak and fixed it and still no change. What else should I look for?

no codes. They he replacement turbo started working or started boosting properly. Took the original turbo to the shop and they said the “door” I think was not opening and closing like it should. Simple fix thanks
