Did you back the engine up then roll forward with slight pressure on the advance?

I hope you mean bolts on the advance. Was the carrier collapsed all the way when you locked the advance together.

Also, I might suggest pinning the pump, and turning the engine.

When I did the timing I pinned the pump, and engine, mark the dampener even with the belt, backed of the engine 20 degrees, then tightened the timing advance to about 5 lbs, then turn the engine with a turning tool, I use a pin punch to find the timing hole looking at the damper mark, and set it at 1/4 hole advanced.
    Just a thought!
The mark on the damper is then used to do the set.

3406C to run right you need to just begin to see the hole of the flywheel in the flywheel housing by 1/4 to 1/2 of a hole on the top. I always snugged the timing advance bolts with the pump pinned then pulled the pin out of the pump otherwise it will pull everything too tight and you may not get the pin out or your timing will stioll be wrong. Back the engine up a minimum of 90% then as your mark comes up on your damper you set place the pin in the pump. Slowly bump the engine in direction of rotation to where the pin just drops and is easy to turn. Then check hole of flywheel in flywheel housing alignment. Good setting is as stated earlier hole of flywheel housing on top just coming at 1/4 to 1/2 hole.

99% of erroprs are done on initial tightening of the advance with the engine set where you need it.
