With power tuning from the fuel switch to switch on the dash the same switch will control both. The connection to the Jake switch and retarder switch should have a jumper

Changed wiring around like you suggested, starting Hot at the clutch switch, to the fuel switch. then to the dash & back to the jakes. Jumper wire at dash to retarder switch…. Works great, Jake or Retarder or both !!!! Thanks a million Now just need to figure out how to reset fuel pump Jake Switch. Somehow got knocked out of ajustment?

The Jake brake and the retarder on a 87 Kenworth were all controlled by relays in the
fuse panel. It sounds like someone has been in there and modified the wiring. Might
be an idea to see if you can get a diagram for the truck. -
