3406e 40 pin runs with no main power to pin #4

    To start the engine is a 1LW that runs a little rough (just enough to be annoying) it hasn’t always been this way. In the process of checking little things I found no power to pin #4 non switched 12v and the fuse missing. The truck still runs and hasn’t thrown any codes. So my question is how and did something short out internally to allow this and is it going to lead to more issues in the future?
