My 99 FLD had a toggle switch left side by door. Not sure which way is accurate. Put switch up(or down) and turn key on. Your dash stop engine and check engine lights would blink on and off. Count the blinks for your code.

Red blink would separate codes. Could be the other way. I don't remember.

No data, no start? You've probably lost ecm power for some reason. Shouldn't be hard to figure out. Did you check all your circuit breakers in there?

We ended checking the each of the pins on the ecm harness. I think there was like 26 of them. We used a diagram of what voltage or ground it supposed to be. I think they were like 5 or 6 grounds. One of the pins was giving a current when jts should of been found. Found out that on the positive terminal there were 3 smaller wires connected to it. 1 of them needed to be grounded. We grounded it and it fired right up. Also the ecm was able to read codes as well. Thanks for your input.
