98 dt466e 4700.....shutting down at 1600rpms

New ipr, new hpop seal kit, new injector orings,new filters,fresh oil, clean air cleaner, good batteries.... changed out cam sensor because it was throwing a code on near by garages laptop. I used a bwd cam sensor because I have used them before in a pinch. Truck starts, idles, until you flutter the pedal or hit above 1500 rpms. I thought I've seen it all , anyone else ever hear of This? Any ideas ?

Install manual fuel pressure gauge on filter housing and see what it is making for fuel pressure. You can tap into the 1/8" pipe plug.

Changed cps with international cps, that was the ticket there.
