Hello,
I have a friend who is Mexican and wants to drive in the states. He is not a resident of the U.S. so I told him he would be unable to do it. He first needs to become a permanent resident. His English is fine so am I right in what I told him?

I believe you're correct. He may need a pre-hire & a sponsor otherwise for an H1B visa. Google US Embassy & Visa for the straight info. for your friend.

Hell, tell'im to get a job with Werner Enterprises Mexican fleet. He'll be up here in the states swiping freight from american fleet drivers in jig time!

If he cant move up here or there is a delay for visa, tell him to hire on a company down there that is part of the Pilot Program. Those are the Mexican trucking companies that haul freight from Mexico to Canada. They are also allowed to pickup and deliver all over the US. There are around 14 Mexican trucking companies that are in/part of the Pilot Program down there. Be safe out there drivers.
