The thing will be enforcement. Does CARB employ enough inspectors to pull this off? The CHP has already said it does not have the manpower to enforce emissions laws. As far as the dump truck rates, I started in that business and was sad to leave. The problem isnt CARB compliant trucks or the rising cost of diesel. I wont matter how much these trucks cost or how well these laws are enforced, there is always someone willing to live just above the poverty line so they can live and work in California. Its starting to happen in the auto transport business too

They do have the manpower at the DMV to not allow pre-08 trucks to be registered without having an inspection (like a smog certificate). If you try to register a 2007 or older truck they will ask for a CARB certificate showing that you have an approved DPF or compliant engine.
California Dept of Motor Vehicles is working with apportioned registration in DC to enforce the inspection deal for out of state trucks. When you try to buy a single trip fuel/trip permit if you dont have CA apportioned reg, they will not sell you a trip permit.
That plus a fairly large FY 2014 budget for CARB means you probably wont be able to get away with an old truck for very long after January 1st. The majority of the 2014 budget is expected to come from fines levied against non-compliant trucks. That means they are planning on issuing plenty of tickets. -
Last time I checked with CARB....After the first of the year....No pre-emissions trucks in Cali period....

Real simple....The DMV's will not issue a Cab Card with Cali on it if you don't have a compliant rig....

Your right about the registration thing. There will be a registraition gap for a little while but CA DMV will catch up quick.

IDK about "quick"........Average wait time for appointments is over 3 hours........I wonder if DMV workers have to wait on anything in life....They sure act like they have all the time in the world....

Maybe CA DMV, but the other states could care less, especially with all the exemptions out there.

So you are saying that where Cali will not allow pre-emissions trucks into it's jurisdiction...Other states will continue to put "CA 80000" on their Cab Cards?......

Well sure, why would FL or IL care about some silly law in CA that there are numerous exemptions from. They will let CA enforce their own laws. Besides if that load of the year popped up, I can get the three day permit to enter your beloved state. I'm guessing I would still need a cab card with CA to do that.
