    That would look like a master scale sled. Set those weights down on scale and check it against that.

    If that is what it is, where is the small traveler crane that is supposed to be on it I wonder.

    If I am totally off base, wrong, don't know what I am talking about etc etc etc I would appreciate a education if you can spare the time.

    He and his dad collect a lot of old iron, especially drag lines.

    You mean the truck that goes around and (allegedly) checked the accuracy of the scale? No, this looks like kind of a half baked attempt to make a fueling truck out of a flatbed. Those look like individual tanks, rather than a tube with compartments. There is a hose, so again, I say either an airport truck, or machinery refueler in the field.
