They are to be returned to the yard.

I think they use them to know that the tire was replaced... But again, who knows.

 

Ya, strapped two of them to the catwalk myself... To toss it in the back and then leave it, just rude and tacky.

 

Even the ones without gates it's a tight threading of the needle at 35mph.
