Some USA universities have a scholarship program for that. Have to test for it though. Twelve months in a Hong Kong university at no cost to the parents.
Great program for students that want job opportunities with companies that do international business.

 

The Brits tried that, with Hong Kong, and it didn't work.

CCP agreed that Cantonese can remain the main language in Hong Kong. Mandarin is the main language on Mainland China.
In Hong Kong, Mandarin is taught in public schools, but its use varies by school and grade level.

Macau is also allowed to be lenient with languages.
The most widely spoken language in Macau is Cantonese, followed by Mandarin and Portuguese.
