Dont take this as a "smart butt" remark.... but anything can be done with the right amount of $$$....

The level of difficulty depends on certain keys
are there spots for factory foglights?
have you looked at aftermarket foglights? some just have bolt holes, drill a hole in the bumper, mount foglights
where and how are you wanting to mount them?
    do you have basic tools?
do you have experience wiring/soldering? (im assuming no since you are asking this)

as for painting... same thing... depends on skill, type of paint used, proper primering using compatible primer ect..

but once again, if you are asking these questions of "if it is possible" then id suggest you not attempting yourself

Yeah there's no way I'm attempting it myself I was just wondering if I could take it to a shop and have it done or if it would be too much work...

I just hate how the front bumper isn't color matched I mean it's not a necessity but i don't like the way it looks

Most trucks are already pre-wired for fog or driving lights, you just need to buy the lights and the switch for the dash. Yes you can paint the gray textured plastic bumpers but they will have to be sanded smoother so the paint can adhere better. The only issue with painted plastic bumpers and trim is eventually with rock chips and weather the paint will either start peeling or look ragged. Another alternative is to go with a steel bumper or stainless steel clad bumper from Hendrickson or any other aftermarket company. It will be more durable and last longer. It all depends what your budget is. Good luck.

You can buy the factory fog lights and switch, the wiring should already be there. But, they wont work until you get it hooked up to ServiceLink to activate them in the the SAM module.
