You don't want or need dual antennas, they don't work right, they don't allow you to get out as well as a single antenna mounted center of vehicle, and they look plain gaudy IMO.
Radioshack does sell a 102 whip that is hands down the best antenna for the money. Just add the right 6 inch spring (also sold at RS), and put it dead center of the truck like I did mine and you are set.
I once talked 14 miles away with this set up on a Cobra 148GTL radio that was only pushing 3 watts on AM. No amp or anything.

The problem is 102" of whip just aint gonna happen. my dad would kill me then kick my rear i've already tried that idea even had it all bought and about ready to go but no dice. an i don't really need 14 miles of range 2-3 maybe alittle bit more would work just fine. I've delt with mag mounts before and never really got any good performance out of em. the only one i've had some luck with was a mag mount 3ft whip which heard good but i could never get it tuned right to where i could transmit without hurting the cb.

So I decided on the Hood Mount. My SWR is 1.5 on all channels except 1 and 40 on those its 1.7!
I paid $50 for the Antenna, mount, coax, and installation!
Looks great only a little shorter then the radio antenna on the other side of the truck.

You should be able to get down under 1.5/1.7 with just a bit of stinger trimming.
Make sure the end of the stinger is filed smooth and flat so it seats flat.
Your mounting bolt likely isn't making a solid ground as well (painted fender)
Try and improve your grounding before clipping off the stinger -
Its got 3 screws holding the mount to the Inner side of the fender, and he trimmed the antenna a few times with a dremmel.
I thought 1.5 it what your looking for?
