    Getting air in return line.
A lot of work done to eliminate this problem:
*To make sure there is no leaks in fuel lines between fuel tank and fuel plate, engine was fed fuel out of bucket trough a line plugged in straight into the fuel plate.
    *New lift pump
    *New reman injectors
    *New fuel shut off solenoid
    *Finally installed new head

Air still in return line, engine pulls ok,but works rough at idle...

It is normal to see some air bubbles in the return line. It will never be a solid stream of fuel.

It's not,at least not as much...It's about 40% of air in return fuel...if that would be the only thing,I wouldn't care, but after pulling under a load, the engine works rough at idle, coughing and spitting in muffler...assuming thats air in fuel causing that

Faulty metering or timing actuators will cause rough running. Believe it or not, I have seen rough running at idle due to poor engine grounds.

x2 on actuators. Been there many times for rough idle.

Cats and paccar motors have to have no bubbles in the return line to run correctly. ISX;'s always seem to have air in the return on them. It is a normal operating condition for ISX's. As said above, timing/meter actuators, poor power/ground, low fuel pressure, ect.
