I have picked up at Dulles Airport outside DC without a TWIC card several times, so I don't think it is needed.

You do have to be aware of the truck route onto the airport grounds and trough the airport property. Cargo goes in and out all the time, but you need to stick to the truck route, so you don't find yourself on a one way street to the passenger terminal.

The docks are secured as custom warehouses. At Dulles you go inside to a clerk with a pickup number, and if the freight has cleared customs, they will tell you what dock to back into, but you do not enter the warehouse.

I think a TWIC is what would be required. And it will only be required to access certain gates into certain areas.

I spent 20 years in aviation as a pilot and then manager working cargo, logistics and ramp services. Each airport has their own badging policy with ID issued through the airport police or airport authority that is site and location specific with varying levels of access. If you'll actually be on the ramp in the SIDA as a contractor servicing the aircraft you'll have to have a badge issued.

If you're just going to be in and out as a 3rd party the company on the airport you're contracted to will provide a badged escort.

If you're going to be anywhere inside the perimeter fence and absolutely if you're going to be delivering food to the aircraft it has to be one of the other. Almost without exception the ground handling companies have their own specialized trucks to do that and the food is delivered to a warehouse that doesn't require badged access

You'll need to contact the airport authority / admin office for the airport you'll be working or the company you'll be contracted to they can tell you the badging/access policy and procedures.

Contact airport police. On a larger airport like that they usually control badging.

In addition to classes you'll also have to complete an STA and fingerprints same as you do for hazmat. Same clearance, same database, same people but it does not transfer if you already have hazmat. You have to do it all over again.

JFK they'll give you a badged escort free of charge.

You have to work directly with one of the airlines/companies that access the Tarmac to get a badge.

Least that's what they've told me every time I've asked (different people at different posts, in different positions.
