To my knowledge...retired means RETIRED...The company 'Dick Simon' never gave up the authority, they did a name/corporate name change and TRANSFERRED the DOT # within the corp, instead of applying for a new # and authority, keeping the logo and rights to the logo.
If a retired # can be reactivated under a different copr name or entity, then where is the "CornFlake" original number MC 001 which would offer a company the best in insurance and other rights?
