With the technician license you will have a small segment of Single Sideband voice on 10 Meters and the digital portions of that same band, AND portions in other bands thru out the band plan The catch is, you will need to learn Morse Code to USE those other segments outside that SSB portion of 10 Meters. Look at Canada's laws for the use of the amateur bands as you are subject to their laws, not the USA. If you come INTO the US, then you will need to follow US law while in-country.

Just as an aside, the "10 Meter" radio should NOT be used for CB as well as, I think, their rules are about the same as ours in the US. They aren't certified for use on CB. If that is different for Canada perhaps someone can correct this impression

Yes, once you have your license, you can operate it here in the States. However, I think you will only be authorized on whatever frequencies your license class from Canada allows.
