Depends on your employers focus. Those of us who like to be ready for any contingent to be able to roll and get loads, choose to get the TWIC voluntarily, but some employers require it or expect you to get it shortly after starting with them. Eventually if they ever unscrew their heads, the TWIC could be required for all access to all ports, but for now it is required (theoretically) for un-escorted access to Water Ports. That can be ports on the coast and ports in rivers. Philadelphia is an example of an inland waterway that you're required to have them.
Now many ports are using drivers with TWIC's to shuttle your truck and/or trailer while you sit in a security area. Personally, I'm staying with the equipment I'm responsible for, and I don't feel like doing a thorough check of something that they did, before I leave. The company will have to pay the person that escorts you and your vehicle and that cost can vary to any amount that particular port charges. Usually, you the driver has to pay, and get reimbursed or they advance you the money before going to the port (although they seldom seem to know how much it is) and then they hold it against your pay until you submit the receipt.
So, the question should be "How important to you, is it to have a TWIC card?"
