Sounds like you are using some cheap thin mudflaps, go to a dealership and get some nice thick ones. That's what I always buy and have never had one give me any trouble.

SHO-TYME, striker, positiveone and 7 others Thank this.

This mostly happens when they get pulled over the tire. If this keeps happening, the hanger is to close to the tire or bent so the mudflap is angling towards the tire. Higher quality flaps my help, but i got junky ones on my truck with no trouble. If it s only happening on trailer, 8thnote could be right.

Yeah it sounds like you are backing into curbs which when squashed against the tire it pulls it down. Avoid backing into a curb or stop short. You can also carry a leather punch and hammer, flip the mudflap over and punch you some new holes and then you are ready to back into another curb before you tell your company.
You can also carry big washers like 1 -1 1/2" and sandwich the old ripped holes. Next time you are in the company shop most have a bolt and fastener bins. Cabbage up on the washers.
You'll see dump trucks missing mudflaps. Same principle, they dump and try to push on the pile trapping the flap against the tire and rip! -
ok didnt even think about that they do drag on the ground when the trailer has no air. thanks guys

They sell a long and a short. If you ever buy any notice the difference. I don't like the ones that drag the ground. Not only the curb thing they catch more air.

Don't buy the heavy flaps unless they are short. Sounds like they are getting hung under tires, and the heavier ones will really mess up your hangers. The heavy ones are the best, but not in your situation. The hanger is too close to wheels.
