If you are docked or waiting to be docked after the detention pay starts, you get it no matter your status; on duty, off duty or sleeper. (Prime)

Depends on how you look at it. A lot of drivers like to break down their pay by how long they were away from home and say they barely made $8 or $9 an hour. In that case, yes. You get paid for sleeper berth. But as far as making an hourly rate during off-duty in addition to your milage rate?

I know Walmart used to, not sure if they do anymore.
Walmart used to pay you around 40$ for a 10hr break, or would pay for a hotel room. But my uncle retired around 4 yrs ago, not sure if they still run the same program. -

The services a truck driver provides to these companies go beyond just driving. Truck drivers are on constant supervision of the load they're hauling and they are away from home for the purpose of providing these services to carriers. Drivers are not fully compensated for services rendered.
