This is really missing the point. OSA (obstructive sleep apnea) is not solely about being fat. Some skinny people have it, too. This attention to BMI is really missing the point, because it ignores those who have it who are NOT fat.
I once drove a 200 mile segment of an interstate, and saw the same truck like 5 times, and every time, it was jerking and weaving around, like the driver was sleepy and inattentive. During that entire 200 miles, the truck never stopped. I did, and passed it like 5 times, and every time it was still wandering. Now, I suppose it's POSSIBLE that it had a mechanical difficulty... but why would you keep driving? No fear for your own safety? If the driver was sleepy, why would he or she risk their lives and that of others?
You can't just say "for money". Eventually, what has to be owned up to, is that you, morally, have an obligation to NOT subject others to these risks.
The question would be, how do you influence a culture, so that those who are part of it, accept personal responsibility for their lives? And not define that acceptance and responsibility as "having the politicians control others"?
Are DOT physicals becoming too hard to pass?
