    Yes because never in the history of the CDL has there ever been instances where people have been paid off to issue licenses and everything has been above board since day one :rolleyes:

    I guess I’m just thinking that if there’s a chance someone could get stranded in a strange place where they don’t speak the language some of the incentive would be gone for them to be a truck driver.

    And that's where the fix should be apllied in the first place for the English problem. Eliminating cheap foreign labor should be addressed at the department of labor.

    Now, when I think of it, maybe enforcing the proper footwear would be more efficient than the English enforcement - automatic OOS for the flip flops, but then the proper footware means that it must be laced, what about those wearing cowboy boots?

    I had to get proper work boots to haul fuel and found some Danner slip on ones because I drive in my socks.

    Well, I guess that could NEVER happen at a scale house then? Right?

    I mean youre right, its much more likely to happen at a license bureau with a dozen people around than 1 on 1 at a scale. Please....

    Even if cousin Ivan is working at the DMV, the written tests are automated (not hard to train someone on the answers to tests) but how long before someone notices that "Ivan" passes all the foreign accents before someone gets the hint that something must be awry...?

    This isnt 1930s Chicago.

    I have run into cops that are border line illiterate. One female deputy in Fla was about zero english, I have no idea how that is possible. And no, not spanish speaking. Other. This is Especially South Florida and some counties in Cal. This could be interesting

    I'm of the belief that if you decide to make a new country your home you should assimilate and learn the language most commonly recognized. I know dang well I would be prepared ahead of time if I were going to take up residence in a new country. I'm also not one of those snowflakes that demands everyone else accommodates me.

    The immigration process just to get a US visa takes what, a few months to a year? No reason or excuse to not have a somewhat decent grasp on English in that time period.

    I am too. I have been using english less than 15 years. I have only really been using it regularly about 6 years. I know people that have been using it 50 years and have no desire to master it at all. I know people that come here and refuse to learn a word of it or respect the laws. It infuriates me. My process to become a citizenship cost a fortune and the red tape was a nightmare. It was thousands and thousands of dollars. It was worth it. If I could do it, anyone could do it. It's a slap in the face to see people here who's very first act is to break the law when they could just go through a border crossing. I have to work harder, pay higher taxes and deal with more crime to subsidize all of them and it's because of corruption. It is not to "make the country better". It's to import votes. Why leave a third world country only to turn this place into one? How much sense is that? Because I think politicians in power now are full speed towards that end.

    What are the rates of literacy in the United States?

    Four in five U.S. adults (79 percent) have English literacy skills sufficient to complete tasks that require comparing and contrasting information, paraphrasing, or making low-level inferences—literacy skills at level 2 or above in PIAAC (OECD 2013). In contrast, one in five U.S. adults (21 percent) has difficulty completing these tasks (figure 1). This translates into 43.0 million U.S. adults who possess low literacy skills: 26.5 million at level 1 and 8.4 million below level 1, while 8.2 million could not participate in PIAAC’s background survey either because of a language barrier or a cognitive or physical inability to be interviewed. These adults who were unable to participate are categorized as having low English literacy skills, as is done in international reports (OECD 2013), although no direct assessment of their skills is available.

    Adults classified as below level 1 may be considered functionally illiterate in English: i.e., unable to successfully determine the meaning of sentences, read relatively short texts to locate a single piece of information, or complete simple forms (OECD 2013).
