Depends on the state. In some states they have passed laws specifying what fuel taxes are to be used for. In others it just goes in to the general fund.
Aside from wooden snow fences, why doesn’t WY build snow barriers right next to I-80?

The wind does not come from the same direction all the time, Sometimes it is from the west, then it will be from the north, heck I have even seen heavy winds from the east. So have a fence that moves with the wind? Or how about getting our George Jetson vehicles that levitate? Wonder how that would work in high winds.

While it is true that the wind direction changes, there is some consistency especially in NE and WY. To be able to correctly place the snow fences that are currently along I-80 in WY, they must have analyzed the wind direction history there.

I'm sure that analysis went something like this, "it drifts really bad here, let's go 100 yards off the road and put up a snow fence," it doesnt take much analysis to get it catching as much snow as you're going to.kemosabi49 and PE_T Thank this.

Oh &^%$ yes, I forgot about that coal. Don't Uncle Pete have a three track main raceway easts? They run them side by side in groups of three sometimes.
Baltimore power plants like Spring Garden depends on that coal through Harpers Ferry Crossing about four times a week from Wyoming or Texas. They usually keep 60 days on the pile ready to go.
