No, it's not how we operate. That's a newb that doesn't have a clue. All he has to do to get some cash is send a message to dispatch to put some money on his ComData card - he can either use an ATM or pass a comcheck to get access to it. As far as the weather is concerned, we have a "captain of the ship" policy here. If the weather is too bad to safely operate in, he can shutdown where he's at... just needs to inform dispatch of the decision. A call to his reciever should let him know on whether they will be open in the morning - doubtful, and he should call.
