It’s not slander if it is true, the truth is an absolute defense against any defamation (slander/libel) lawsuit.
Under federal laws an employer can say just about anything they want about a former employee if it is true or their honest opinion when asked, they have the right to free speech just like anyone else does.. Many companies have a policy of not saying more than just dates hired and if they will retire or not but that is by their choice, not because of any law preventing it.

Some states have laws requiring the employee’s consent before information is given but guess what, if you don’t give your consent there is little change the company you are applying to will hire you.
Some states also have some limits on what can be disclosed by former employers but none are as restrictive as you are saying.
There are acutely more states that have laws protecting employers from being sued for giving out truthful information or honestly opinions of a former employee than states requiring any consent.
