You can own your own numbers, and then decide to run under some one else's if you choose. But it's my understanding that you cannot operate under two different numbers at one time. I'm not even sure how that would work.

depends on how the lease agreement contract is written,,most lease contracts give full interstate hauling control to the lease carrier.
Some carriers allow leased trucks to haul freight other than the lease carrier if and when the trucker hauls freight from the truckers own customers,,but the trucker generally must cover up the lease carriers DOT and MC number. It all depends on the contract between the lease carrier and the truck owner,, -

I would imagine that you could maintain your authority - keep up your insurance, maintain drug testing, etc - and run under someone else's authority (but not yours concurrently). Maybe an independent who wants to lease on to a parcel carrier for December and then go back out on their own?

its called double brockering. I know a lot of companies in north west do that. they don't want you to run under their authority. Grandview had lots of O/P from former USSR with their own authority. but not any more sometimes shippers/brockers find out diferent name on the door and freakout.
