Your right on your figues but, more then likley he's not loading both trailers all by himeself... More than likley in an LTL operation where drivers are the ones loading the trailers they dont care especially if the trailer they are loading isnt going with them back to their terminal they load the freight any which way just to hurry so they can finish the breaker trailer they are doing in order for them to hook and book the set that they are assigned to for that nights run in order for them to get back home... When its 4am and your still breaking a trailer that has come in late that has 1 skid on it that you need in order for you to have all of your freight so you can head back to home base, most dont care...
