They had CDLs alright. Usually what happens is it's suspended for something that shows up in the mail at home - a forgotten ticket or a robo-ticket, a child support payment that went astray - and they find out about it when the DOT bear runs the license at the coop. Safety keeps track of the license renewals, and you have to present the new license to them before they will allow you drive past the expiration date.

 

Not that I've looked, but they tell us its a spike in drivers not wearing their seat belts - a stupid thing to get a ticket for. Management sent out an electronic form - a qualcomm macro - for everyone to sign with their driver code that we understand that wearing a seat belt isn't optional. I'd imagine if someone was stupid enough to go truckin' down the road without a seatbelt fastened and get a ticket at this point, they'd be getting introduced to the concept of permanent home time and the need for a creative explanation for their DAC report.
