That was an easy link. I have a bunch of literature on it from when i looked into Best Pass. Yes for Fact your discounts can be deeper when in the home state of your transponder.

Your link says pay by plate is .90 MORE than EZPass and there is NOTHING that states an out of state transponder doesn't get a discount.

Perhaps you only did it for commercial vehicles. For 2 axle car, between the west entrance if MassPike and Springfield, in state ezpass was $0.25 cheaper than out of state ezpass.
Here is the toll schedule for MTA bridges. Note footnote 2 which says that ezpass rates only apply to NY ezpass holders. Out of state ezpass holders pay plate rate, which means NO DISCOUNT FOR OUT OF STATE EZPASS!
