I was talking about covering the existing placard completely, so that it doesn't show at all. Just by sticking the new placard over it, and lining it up properly. I do realize that you must not show placards that aren't applicable to your load.
Best way to remove Placards? Experienced advice needed.

DOT will look to make sure a placard isn't under the new one.I wouldn't chance it.You must make sure the marking on the old one is completely removed nothing a precise blade won't fix.Big Don Thanks this.

When you get those hard to remove placards you lose patience real quick ive used a black marker,screwdriver anything to make sure those markings are'nt visable.

I have found that a bit of WD-40 and a razor scraper work wonders. I can generally get a fully seated adhesive placard to peel off in about 2 minutes with no pieces left behind. If it's just really stubborn and tears into small bits I generally resort to using a piece of brillo and the WD. Klean Strip also works well, but you need gloves to use it.

Lowe's or THD sell glass scrapers w/razor blades - work well, especially when aided with a little WD40. Also, I'd say don't use duct tape, use a clear package wrapping tape. I believe there are regulations regarding covering a placard?
You need some isopropyl alcohol in your truck anyway, you can use it to wipe the placard area in wet weather to get good adhesion. (adhesive placards are a pain no matter what you do)
Be sure that no part of any placard remains on your trailer once you've off-loaded the HM cargo. -
when the trailer is empty, the placards must come off. this is what his gripe is about. it takes him longer to remove the placards, then the dock workers unload the trailer

the placards must be removed. the correct ones must be put on. in case of an accident, and one falls off, how do the respondents know what's the hazmat class?
