For California- the trailer will need to be permitted both loaded and empty. For California they will tell you the load has “justify” the trailer, We have never had an issue with the 3 axle we run into CA (it is 57’ with the flip neck up) - it just requires a permit.
If you take a qualifying load into California on a non-conforming trailer - you can take a load out that doesn’t have the requirement to justify the trailer. This is written in the California regulations if you search through cal trans documents.
Also you would need an empty permit to travel to pick up a load after delivering a load.
You cannot get an annual for the trailer either. Once you are on 9 axles you can get an annual for $90/yr to cover the movement empty

But have a crane operator crush the mounts on the hydraulic tank isn’t really an “Issue”
He just has to be careful when loading not to push too much weight forward. -
The trailer wasn’t cheap either ...used still north of $120k -
