Driverfacts is simply a third-party verification agency that maintains a database of records for LAZY trucking companies that wish to not be burdened with following regulations, and therefore charges the requesting company money for the records. The FMCSA states they must have a free option, so they set it up to where you can get the report within 72 hours for a fee, or 28 days (they have 30 to report) for free. As for Driverfacts themselves, their setup is to order the report online for $7.95, or print their request form and mail it in via USPS with a SASE included in order to get the report.
Just skirting the laws to the best of their ability.

Some of you have made light of the fact that some of us might be under surveillance by some organization. I recently found out that one of my long time, most trusted home appliances might possibly be watching my activities and reporting them to a government agency. I won't say anymore than this: Hoover, FBI, surveillance. Am I the only one that makes that connection ?
