Its a little common, not sure if illegal or not.
Sometimes its for materials a shipper has a contract to supply, but can't fill the order, and buys it from a second supplier who has the stuff available.
The shipper does not want the customer to know they can't fill the order or make them aware of the other supplier, who could. -
No it is legit keeps the buyer of product from knowing where it came from so they can't go direct. Used a lot in commodity hauling. Really all business segments use it. Let's say you buy a radiator from the local radiator guy he don't leave the shipping label on the package from where he got it.

I've hauled blind shipments quite a few times for c.h. Robinson. Sometimes they will also have double blind shipments to. Its not illegal.

What usually happens is, after you pick up the load, you go to a trk stop where the broker will fax you the BOL'S YOU'LL need to use.
