it only leaks when i step on the brake pedal. At no other time will it leak. I cannot tell at the moment which way the pushrod moves as i'm alone now with the truck. I believe from memory it moved inward when a friend applied brakes.
Should the non leaking brake chamber also have the pushrod moving when brakes applied? Is one of these brake chambers sound like it is working correctly or do both have separate issues?

Chock all wheels, then you can have one of the emer. air lines screwed into the wrong place if you will unscrew the 4 lines so air can leak when you push in red valve so you can be sure that the emer. air lines are put into the large outside can of brake chamber then tighten those two emer. lines back up, then when you put a stick on the brake pedal to ck. for air leaking at the small chamber that controls the service brake after you tighten the emer. lines back up

Sounds like you might have the lines on that chamber crossed. Pushrods should move outward when you step on the pedal.

so flip the lines on the brake chamber that is leaking correct? does this mean caging the brake chamber again and removing it, or hopefully just swapping the lines? Based on my brief description does the other side sound to be operating correctly? THANKS !!

starting to wonder if they were ####ed up to begin with... i bought this nightmare truck with a ton of problems. Interior was all duct taped together!! i thought i hooked up the air lines identical when i removed them... I'm starting to wonder if they were crossed by the previous owner (not trying to save face.. i'm a terrible mechanic), but i changed the brake chambers because the parking brake was not holding the truck firmly when i put in gear. (before i put on the new chambers and all new shoes I actually drove it for a few hundred feet not knowing the parking brake was engaged!)

That may be part of your issue. I would trace the lines from each chamber. The two rearmost ports on the left and right chambers should be teed together at some point or get connected to the same valve. The two forwardmost ports on each chamber should be connected to each other at some point via a tee or a valve as well. @baha posted a good procedure to follow.

1st find out witch air lines are getting air to them when you push in red valve by just turning them louse a few turns just to find out if you have them conn. correctly

also why would air be leaking out when brake applied? it would do that if lines crossed or is something broke internally?

Just rember the emer. brake lines go on the large outside chamber when you find out witch lines are putting out air with the red valve pushed in just put them on the outside brake chamber, then with the stick jammed on the brake pedal ck. witch lines air leaks out of and put those lines on the small chamber close to brake adj. arm.
