Brakes are all or nothing on dump truck

Hello, My brakes seem like they are all or nothing when stopping. They sometimes lock up when slowing down specially without a load. I have replaced the service valve no change.

At least take it apart. Clean up the plunger and cylinder with fine sand paper. Apply anti seize put it back together. It will get worse if not. When cold weather hits it might get stuck in applied position. Have to give it a good jab to release brakes. It’s no fun at all.
