From what I understand of the rules, an outsider, immigrant, Has to be able to ledgably be able to spreak, write, and read english to have a CDL in the USA, otherwise he's a no go!!!!!!!!!!!!!! Thats my understanding and sticking to it untill otherwise corrected!!!
