There's a fundamental misunderstanding here. For encryption to be secure in any way there cannot be backdoors. That's why every tech literate person is horrified that government wants them.

 

You're joking, right? It's ALL Federal and controlled by the FMCSA. There is NO regulation, law or any other Federal requirement that mandates the use of a person's SSN to take a drug test. ANY unique identifier can be used. I'm attaching Part 40 for you. The rest is up to you, my friend.
