Ive been through hell trying to get my bunk heater fixed.
It was putting out heat, but not enough to keep warm. Finally got it fixed in SLC and the mechanic said there is an internal temperature sensor that gets plugged up so the unit thinks it's overheating and reduces the output. If you are having the same problem don't let them tel you it's normal and there is nothing they can do. There is!
