What are the procedures if I buy an out it in say, Louisiana and bring it back home to Nebraska? Do I get by with basic insurance to bring it home since I technically wouldn't initially be running as a commercial carrier? Run in-transit tags? Buy fuel permits in each state?

Call Transmit America at 800-228-7577 and request a 'hunters permit'. It will cost less than $100 and gives you permission to move your truck through IFTA jurisdictions for six weeks.
Then call NITIC national independent trucking insurance. They charge about $120 a day for insurance plus $20 just because.
