I have a 2003 Pete with 2003 C12 motor that just dropped a valve would like to swap in C12 engine from 99 Sterling that's wrecked they are both appear to be 70 pin ecms although the plugs are perpendicular on one and parallel on the other. Serpentine belt and the alternator and a/c compressor are in different locations. I hope those are all bolt on issues? Is this a doable swap?

Serial numbers of the engines would help. You can just use the good bare long block from the one and all the accessories/mounting adaptations from the blown up one.

From ECM description sounds like one is a 9NS and one is a 2KS.

if theyre both 70 pins it will work. the ECM and harness pin out is the same for C10/12/15/16 70 pin variants. if the 99 is a 40 pin it wont work.
just check injector part number and flash file relationship between your old engine ECM and the new engine injectors. do the same with the turbo.
all the bolt ons are just different mounting brackets and will transfer over. just check the sump and rear cover are also same otherwise they'll need swapping over. just be sure to make sure you don't mix up 24v A/C and alternator with 12V system and vise versa
