Alternators look for battery voltage level on a sensing wire or through the charge terminal and adjust the field current to suit the level of output necessary for 13.8vdc or so.
16vdc is a bad regulator imo. No alternator should exceed 14.4vdc. Youve got too much magnetism in the field windings. Bring it to an alternator shop.
