Hi everyone, first I want to start with giving thanks for all your advice and knowledge you have shared with us, and I just love reading your guys post some of you are very very hilarious funny and have a great sense of humor again thank you. I figured I would comment on this post since I live in California, we run a family business of 40 power units and 300 trailers. More than half of our fleet was sold to Mexico because we could no longer run it in Cali. Yes, California is getting crazy by the day. I became a credentialed opacity tester in 2014 now I am also a credentialed tester for the clean truck check. First phase OBD readiness criteria went into effect Aug. 1, 2024, Trucks subject are 2013 and newer with GVWR 14,000lbs I recently received a newsletter from CARB and it states if MIL is on you will fail, stored PDTC's will fail. They are recommending to not clear codes and address ATS issues ASAP to avoid registration holds. Currently tests are biannually, and implementation of 4 times a year will be in Oct 2027. So, this is the new gold rush in California. Oh, also if you are classified a agricultural you only have to report once per year. If your truck is older than 2013 will have to have the truck inspected and a opacity test performed by a credentialed tester it is then emailed to CARB. Looks like this is going to be the way of the land here in CA so I decided to jump on that wagon. Hope this was informational to anyone and just remember no MIL...

My name is Michael, I'm trying to help as many people out as I can in as many forums as I can. I know this is a new program for everyone and I've been a certified tester since before the program really took off. I've answered many questions for people both here and in Canada. I'll try to answer what questions I can. The most common of which I'll answer here then ask me whatever question you have and I'll do my best to answer.
Q: What can cause a fail?
A: As stated before by Toey84 a check engine light is an automatic failure. However since she had posted the regulations have changed slightly. Now not only will a illuminated MIL cause a failure but if the codes had been erased recently you will need 5 cold starts in order for a PASS.
Q: What is a cold start?
A: A cold start is an engine that is cooled down, you start the engine and let it warm up to operating temperature. you don't need to drive the vehicle it just needs to get to operating temp. This completes 1 cold start. Shut the vehicle off and the the engine cool back down and repeat 4 more times.
Q: My vehicle is registered in another state, do I still need to comply with CARB?
A: Unfortunately the answer is a resounding yes. All vehicles weather registered in state or out-of-state need to be CARB compliant to do business in CA. This may change in the future. There are lawsuits pending that may impact this however as of right now if you are not compliant there are penalties and fines associated with being "out of compliance"
Q: What is needed to be in compliance with CARB?
A: As of right now your vehicle needs to be registered on the CARB website (Welcome - CTC-VIS). There is a fee that needs to be paid once a year. When that is complete you need to have the test done by a credentialed tester. The test will update on your CTC-VIS account immediately but my take up to 72 hours to issue the actual certificate.

AND, after you print the certificate, it takes an additional 7 days to be updated to the DMV system. The DMV will NOT be updated until 7 days after you HIT THE PRINT BUTTON FOR THE CERTIFICATE.
