CARB has been busy. From Landline

CARB says it has issued 100 reefer citations in New Year
The California Air Resources Board says rumors about further delays of the enforcement for its reefer regulation are untrue.
In fact, the air quality agency says it issued about 100 tickets during the first two weeks of January alone.
CARB began enforcement of in-use performance standards on Jan. 1, 2010, for all model year 2002 and older reefers – or transportation refrigeration units – as the agency calls them.
The state requires all in-state motor carriers to sign up with CARB’s TRU registry, and recommends TRUs based outside the state to register. California-based truck owners can register online through California’s Air Resources Board Equipment Registration (ARBER) system.
In summer 2009, CARB said it wouldn’t delay enforcement of the reefer rule, though the agency did delay enforcement six months.
“These rumors are false,” read a CARB statement issued Thursday, Jan. 21. “ARB inspectors are currently inspecting at border crossings, scales, roadside inspection stations, agricultural inspection stations, distribution centers, shippers, delivery points, ports, truck stops, intermodal facilities and any place that TRUs may operate.”
For more information, reefer owners can call CARB’s toll-free TRU Help Line during business hours at 888-878-2826, or email tru@arb.ca.gov. Information also is available by clicking here.

those units on the container itself are electric

when in transit on the road the container chassis has a generator mounted underneath so my guess the generators will need to be retrofited
